Actively Pending States

• California — AB 2344 (Haney) would require convicted felony animal abusers to register for 10 years on a public DOJ website; sponsored with Social Compassion in Legislation


• New York — competing statewide bills (A.2194, S.1563, and others) aiming to close the county-by-county patchwork; about half of NY counties already run local registries.  Sen. Tedisco is also pushing a registry as part of a cruelty legislation suite — and that Schoharie County seizure of ~80 animals this weekend is fueling fresh momentum


• Connecticut — HB 5264 would create a task force to study a registry, with a report due by end of year (your home state — worth watching for NACOR)


• Hawaii — SB 2710 bundles a registry with commercial breeder regulations and hoarding 


• Pennsylvania — bipartisan memo circulating (Shusterman, Tomlinson, Conklin) for a 15-year registration requirement, county sheriff-maintained with a State Police statewide database — bill not yet formally introduced
